The following amendments to the 2021-2024 Metropolitan Transportation Improvement Program (TIP) are proposed. Comments will be accepted through November 4, 2020.

Update to 2021-2024 MTIP
An update to the 2021-2024 Metropolitan Transportation Improvement Program (MTIP), adopted May 2020, is proposed for approval. The update is being made to address three corrective actions issued by USDOT at the MPO's most recent federal certification review. The cover memo linked to below describes the corrective actions and the proposed updates to address them. A (virtual) public hearing will be held on this topic at the November 5 meeting of the Metropolitan Policy Committee (MPC).

Draft Update to 2021-2024 MTIP

20221 – ODOT
Albany and Corvallis Signal Improvements
Description: Add signal enhancements at several intersections to improve safety. (Project includes two locations in Springfield)
Funding: $4,940,500 (HSIP)
20187 – ODOT
City of Salem signal enhancements (unit 3)
Description: Install reflectorized signal backplates, countdown pedestrian timers and dilemma zone protection timing feature at various signals on OR99E and OR22 to improve safety.
Funding: $914,800 (HSIP)
Amendment: Latest construction estimate is far below the current funding. Move $503,580 to K20187 ($110,000 to PE and $393,580 to CN) from construction phase of K20221.

Diamond Express Vehicle Replacement
Description: Service connects Oakridge and Westfir communities to the Eugene/Springfield metro area, and Amtrak. Current vehicle has failed and back-up vehicle is nearing 500k mi
Funding: $330,000 (5309, 5339, CMAQ, local)
Amendment: To maintain consistency between the Financial Plan and the project IGA, $58,698.00 of local overmatch provided by the City of Oakridge will be replaced with $52,669.72 of Oakridge CMAQ funds and $6,028.28 local match.
